Tinubu to Present 2027 Budget Before Year-End, Minister Says Amid Delays

President Bola Tinubu is expected to present Nigeria’s 2027 budget proposal to the National Assembly before the end of 2026, according to the Minister of Finance and Coordinating Minister of the Economy, Taiwo Oyedele.

The proposed presentation comes amid growing concerns over delays in Nigeria’s budget cycle, with the Federal Government missing its earlier September target for submitting the 2027 Appropriation Bill to lawmakers.

According to reports by The PUNCH and Tribune Online, the government had initially planned to submit the budget in September as part of efforts to improve fiscal planning and address the persistent problem of overlapping budget implementation periods.

The Budget Office of the Federation had earlier confirmed that the draft 2027–2029 Medium-Term Expenditure Framework and Fiscal Strategy Paper was completed in July to facilitate early submission of the spending plan.

However, The Sun Nigeria reported on October 18 that the September deadline passed without the budget being presented to the National Assembly, raising questions about whether the executive and lawmakers would have sufficient time to scrutinise and approve the proposal before the new fiscal year begins.

Government Moves to Address Budget Delays

The development comes as the Federal Government seeks to reform Nigeria’s budget preparation and implementation process.

Speaking at the launch of the October 2026 edition of the World Bank’s Nigeria Development Update, Oyedele acknowledged weaknesses in the country’s budgeting system, including unrealistic revenue projections and repeated extensions of capital budgets beyond their original implementation periods.

As reported by The PUNCH, the minister said outstanding projects and expenditure commitments under the 2026 budget would be transferred into the 2027 fiscal year rather than allowing multiple budgets to run simultaneously.

The government says the proposed changes are intended to improve budget credibility, strengthen fiscal discipline and ensure that approved spending translates into completed projects.

What This Means for Nigerians

The 2027 budget is expected to outline the Federal Government’s spending priorities across critical sectors, including security, education, healthcare, infrastructure and economic development.

However, the timing of its presentation remains important, as delays could reduce the time available for legislative scrutiny and preparation for implementation.

The National Assembly has also urged the President to submit the budget estimates and the 2027–2029 fiscal framework for examination. According to Tribune Online, House of Representatives Speaker Abbas Tajudeen made the appeal on October 13, stressing that early submission would give lawmakers adequate time to review the proposals.

With the 2027 general elections approaching, pressure is mounting on the government to ensure that the next budget is presented, approved and implemented without the delays that have affected previous fiscal cycles.

The key question is whether the Federal Government can break the cycle of delayed budgets and ensure that its 2027 spending plan delivers tangible improvements in the lives of Nigerians.
